This four danger is amplified by the abolition announced of the professional tax. This one risks depriving the groups of resources necessary for the investments which they accomplish and that represent about three quarters of public investment.

The State envisages not less than five new resources to replace the recipes of the professional tax: local contribution of activity (and her supplementary contribution), TASCOM, the additional tax on not built properties, a State fund and an allocation supported on a guarantee fund. Nevertheless count is not there and uncertainties are numerous. What future for the departmental funds of adjustment? What mechanisms of revision of tax bases? Besides, the creation of a guarantee fund is the consequence of a compensation that partial by the new taxes. To reform local authorities is a necessity. A double necessity, that to serve better our country but also that to achieve reform by a membership of all and all in plan.

Points of consensus exist and should have been the base necessary for a convergence on this objective.

The clarification of competences of every territorial level with the designation of a group leader for every competence would have been a first useful step towards more legibility. The supervision of the crossed financings would have accompanied him with the support of the associations of elected representatives.

The completion of the card of the intercommunalit makes consensus just as the explicit designation, in direct suffrage, of Community elected representatives. It is besides regrettable that plan does not refer to tracks moved forward by the committee Balladur aiming at making intercommunalit s with clean taxation of the full local authorities and so, at the same time, at subjecting the executive mandates of these to the regime of the cumul.

The question of the status of the local elected representative does not find answer in terms of social welfare system, of regime of retirement or of restructuring. It is not however dissociable of that on the ban often asked of the holding of several mandates concurrently.

Finally, the reform of the local taxation, on the occasion of the abolition announced of the professional tax, would have been able to be the object of a debate lighted by jobs of the committee of finances of the Assembly notably, on the installation of a true system of adjustment between more or less favoured groups.

Conclusions of the committee Belot to the Senate, report of information (Balligand-Laffineur) to the National Assembly, contributions of the associations of elected representatives. The humus of reform is ready, but of a true shared reform and without electoral ulterior motives.

The government has no look as these jobs and wants to impose a model of organisation and of financing according to its clean objectives. Grace in decentralisation, regions with a measure of autonomy showed their effectiveness to bring near answers to the needs of Frenchmen.

Today, two plans of the government, dealing with the territorial organisation, other one of the local taxation, attack villages, intercommunalit s, departments and regions of France. They threaten local democracy and utility. They put in trouble the tax and financial autonomy of local authorities, and therefore their freedom.

With these plans, it is tomorrow:
- fewer buildings of schools, of secondary schools and of high schools for our children;
- fewer school transport, regional trains;
- less reception for small childhood, for old persons;
- fewer support of associative plans, culture, sports

because fewer medium financiers for groups.

Who can think that emergency is to destroy near utility. Emergency is elsewhere: the State must take its own responsibilities, those of job, of security, of health, of justice, of education

Both plans of the government call into question our conception of France, of democracy, of solidarity.

The Republic is not that an inheritance. The Republic is also a promise that it is necessary to make live: by deepening our democracy and not by restraining freedom, by reinforcing decentralisation and by making not him an ill-founded trial.

Local authorities, true economic, democratic and social force for our country finance three quarters of the public investment. Current crisis shows their major role.

The elected representatives Socialists and Republicans, make this appeal so that the citizens Frenchman and the elected representatives of the Republic rally to preserve what made its proof, so that all groups of France could continue taking their competences, supporting social link and redistribute to the men and in territories most in trouble, fruits of the creation of collective wealth.
