I intervened in the afternoon in General Debate on the Budget of Higher education for 2009. The AFP besides took back some of my purposes in the report which was made of this budgetary debate:
The deputies adopted on Monday the budget of Higher education and of Research, (24,16 thousand million euro), while a hundred of researchers demonstrated outside to report " a deficient budget " and falls of jobs.
Considered as "audacious and ambitious" by the minister Val rie P cresse, this budget is in 720 million euro increase (23,4 in 2008).
It returns to a +2,9 % increase (and if interdepartmental missions, +758 M are counted, they are +3,2 %). In all, budgetary and tax means will advance of 6,9 % in 2009 and, besides, almost 18 % over period 2009-2011 , assured the minister.
It is a question of making some knowledge the pillar of growth and of development of our country , she noted by reminding of the purposes of the president Nicolas Sarkozy. Research, innovation, training, these are jobs of tomorrow, therefore a weapon anti-crisis , has still reasserted Mrs P cresse.
Opposition, with JEAN-YVES LE D AUT (PS) and Yves Cochet (Environmentalists) reported a "made up " budget which translates in reality a "decline" of credits and abolitions of posts . The budget indeed envisages a non-renewal of 900 posts, among which about 250 in higher education.
This reduction of posts, estimated R GIS JUANICO (PS), represents a negative signal for Universities . As for Mrs Marietta Karamanli (PS), she maintained that this budget marked an underestimation of public research .
The budgetary means allocated in public research would advance of 243 million euro in 2009 for which it is necessary to add 122,5 million euro of savings on some devices in favour of private research , according to the bill of finances.
Outside the Palace Bourbon, a hundred of researchers and of teachers had gathered on the appeal of their labour unions (Snesup, Unef) to report the budget introduced by the government. Let us save the University , claimed a streamer.
bravo for the opposition to these means of misery which are not reported enough. Situation degrades at all levels even if here or there some universities or research centres find a semblance of dignity thanks to contracts. This evolution is accompanied by a redefining of the services of the teachers which draws discriminations away between the youngest who will benefit from attendant measures of their research plan while the most ancient will be excluded from it. Besides, these preparing decrees, never take into account sections CNU showing a deficit in teachers, what augments pressure considerably on the teachers implicated in administrative structures and plans of development, risking by their involvement in functioning to be reduced the value for their career.
I did not put myself into this career to find me in a world today where those who brought nothing are going to use what I contributed to construct. Already colleagues' significant number smelling these evolutions, leave collective tasks or plans, for it to dedicate individually to their career. It is a disaster for this job. Finally, most criteria of careers will be defined now by very universities. When the French-style mandarinat is already known, it is possible only to get worried about new caudines pitchforks that some will suffer up to the most complete discouragement. These problems of recognition are also accompanied by major problems of remuneration. There also, a lot of measures envisaged for the new, however, I see nothing for ancient.
For me who am ag of 50 years, in the 9th echelon of the Masters of conference, having crossed CAPET in 1984 and aggregation in 1990, in education since 1981 and in higher education since 1990, there are only not enough perspectives, especially I see that my possibilities passing through except - class move away.
I do not have question, but I know that for the protection of the interests of my family, I must withdraw the troops from many plans, limit my courses, leave adult continuing education and monitoring of practice, to invest individually and goistement searches it if I want to have a chance to cross professor one day.
