17ec43cab3e154ea420f75c36dff930eOn Tuesday morning I intervened in the semicircular auditorium during the examination of a bill UMP recommending the extension of the system of the cheque associative job. It is my colleague Michel Issindou, deputy of Is re who intervened in general debate.

At the end of debate, I was loaded with the explanation of vote in the name of the Socialist Group. I notably deplored the character isolated from the device cheque associative job and the necessit of a more ambitious long shot of support of the community life while credits dedicated to the community life in the budget 2008 are going down of 3 %.

Here is the text of my intervention:

The SRC group is not hostile to the extension of the cheque associative job which is a device of simplification. But we regret that she does not integrate with a broader plan of support with the community life. The government did not make this subject a priority of its action. Proof: Ii could have there in the bench of the Government Mr Laporte today  it is true that they took from him away the responsibility of the community life or Mrs Bachelot, beside Mr Bertrand, they are not there

Reality, it is that with the budget 2008, the credits of the community life diminish by 3 %. This financial disengagement, which is felt for five or six years, had consequences to the ground, and community centres even laid off. Your policy in its consequences to the ground goes therefore contrary to the objective proclaimed with cheques associative jobs to create new jobs.

Also, Mr Sarkozy, among his promises of campaign, had said that ten years of voluntary work would be worth a quarter of retirement. Where are they ? Today, we need a general plan of support of the community life and of recognition of voluntary work. A mission of parliamentary information chaired by Pierre Morange is going to get down to work on all aspects of the financing of associations and of legal status and tax of associative jobs. We wait his conclusions a lot. At present, we will refrain on this text.
