With 16 million euro of additional expenses envisaged in 2008, the budget of social welfare settles in 343 millions , up 5 %.

Certainly, the prediction of the rhythm of progress of social expenses decelerates appreciably in comparison with 2007 and especially in comparison with 2006. Increase could however be raised more.

Since four financial years, that is the Primitive Budget 2004, e n four years, with about 100 additional millions , the budget of social welfare advanced of 40 %, is an annual increase superior in 10 %.

When they think of the increasing power of some devices, especially those linked to disability  (PCH children) or in dependency with APA.

Uncertainties also weigh on national plan:

-      A reform of the social minifarmhouses in Provence and a creation of one 5 me branch of the Social security concerning dependency are announced us in 2008

Far from caricatures in which the president Clement would like to lock us up, we have had opportunity for three years to question us strongly about the "bearable" character of the evolution of social expenses in length for departmental public finances. How a department as Loire, more ageing and less rich than average, he can face without new margins of financial maneuver at his/her disposal, without change of rules of the game of the taxation, and I do not think in of VAT social or of medical franknesses, but of particularly unfair local taxation, without a support without fault of the State, across a fund of united adjustment to accompany its own transfers of competences.

What do we determine?

This year still, the State evades and is not still in the appointment of financial solidarity with our group. The reduction of the allocations of the State and the participation in the fund of financing of APA testifies it which is in 33 % in 2008 against 50 % net expenses in 2002, while the expense in favour of the persons old is strongly going to augment by 12 %.

I will tackle three points: a regret, an alert and a proposal.

1/My regret is double:

Other problem, the call of offer contains a clause at least giving. 3/A proposal to end:
