Industry in crisis

French industry knows a lasting and deep crisis which has the effect a massive deindustrialization.

Between 2002 and 2008, about 500 000 jobs were destroyed in industry, what represents a fall of about 12 % enrolments. Since 2009, 54 000 jobs were abolished in the only sector of the car.

Result: today, the part of industry in the added value in France comes to 16 %, Great Britain is the same level as. They often said that Great Britain had sacrificed its industry. On Thursday, February 18th, as part of a debate on the reform of regions with a measure of autonomy initiated by the Socialist Group to the National Assembly, I intervened to question the government on the abolition of the clause of general competence for departments and regions, envisaged by the governmental text of law and on possibility for these two groups to be able to continue financing facultative competences as sports. In a context of inactivity of the budget of the State allocated in sports around 0,2 %, it is the regions with a measure of autonomy which cope 75 % public financings today, that it is through the building of equipment or of subsidies to clubs and associations. Domestically, they dedicate to it more than 9 thousand million euro.

Facing a general constriction of their margins of financial maneuvers (abolition of the professional tax, slowing down of State competitions), groups see their possibilities of intervention weakened by the territorial reform which envisages the abolition of the clause of general competence of regions and of departments. It means simply the end of the financings of regions and departments towards sports. Greece, Spain and Portugal, the most fragile countries of the euro area, are the targets of very violent speculative attacks, launched by financial and banking operators, which risk destabilising the whole euro area.

Europe pays sound the lack of coordination of economic policy, the absence of policy of common revival and of plan of support of the most fragile countries of the euro area reported for a long time is incoherent. Europe also pays its overcautiousness by not having legislating on hedge funds yet. A doubt exists as for the solidarity of the countries of the euro area in relation to countries the most affected members by crisis.

It is necessary to ask that the European countries show their solidarity and offer a plan of support of Greece during the extraordinary summit of the Union which will take place on Thursday, February 11th around the economic gouvernance.
